The incredible amount of training required to properly assess a pregnant woman and her baby is enormous. It doesn't fit with the "touchy feely" aspect of home birth midwifery I read about all too often. And non-nurse midwives would not even have readily available to them all these tests, licensing, or the training and resources, including a solid referral network, to implement this level of safe care.
